In a December 19, 2024, Consent Order, Amtinder Singh Badial, P.Eng., admitted that he demonstrated unprofessional conduct in relation to the engineering services he provided for the inspection of a truck-mounted concrete pump. As of December 24, 2024, Mr. Badial’s registration with Engineers and Geoscientists BC is suspended for a period of six months.

In the Consent Order, Mr. Badial admitted that on December 24, 2020, he conducted an inspection and certified a truck-mounted concrete pump when he was not qualified to carry out aspects of the inspection without supervision. Mr. Badial failed to comply with the obligations of a professional engineer under the Occupational Health and Safety Regulation with respect to the inspection of the pump and failed to meet his professional obligations as set out in the Engineers and Geoscientists BC Code of Ethics.

In the Consent Order, Mr. Badial also admitted that he demonstrated unprofessional conduct related to the pump and agreed that, among other things, he:

  • failed to ensure that the repair of the pump following the inspection was up to the standard expected of a reasonably competent engineer and in accordance with good engineering practice;
  • prepared a second report on December 31, 2020, following the repair inspection report, that contained false or misleading statements including that the deficiencies were "re-inspected with satisfactory results;" and
  • signed and sealed the inspection report assuring that the pump met the requirements of the regulation despite failing to ensure that any post-maintenance testing was completed after the repair.

During the suspension period, Mr. Badial must successfully complete the Professional Engineering and Geoscientists Practice in BC Online Seminar. Upon conclusion of the suspension period, all of Mr. Badial’s engineering work will be subject to direct supervision for four months. Six months after the conclusion of the period of direct supervision, Mr. Badial must undergo a practice review conducted by the Engineers and Geoscientists BC Audit and Practice Review Committee.

Mr. Badial agreed to pay $12,500 toward the legal and investigative costs of Engineers and Geoscientists BC.
