Discipline Notice: Barry Dean Clarke, P.Eng.
Between 2016-2020, Mr. Clarke provided fire- and life-safety system designs and field reviews for 3 fire suppression system projects in the Okanagan (the Projects). In the design for the Projects, Mr. Clarke failed to correctly apply certain principles for fire suppression systems as set out in the BC Building Code. The Projects’ designs were missing pertinent details and were not thoroughly reviewed by Mr. Clarke before he authenticated them. Mr. Clarke also failed to identify and correct deficiencies during his field reviews for the Projects.
In the Consent Order, Mr. Clarke admitted that he demonstrated unprofessional conduct related to the Projects and acted contrary to the Bylaws of Engineers and Geoscientists BC. Mr. Clarke agreed that, among other things, he failed to:
- adequately understand certain principles of fire suppression systems contained in the National Fire Protection Association standards as they relate to inside and outside hose demand and domestic demand;
- undertake an adequate quality management process for the Projects including, for example, failing to observe that incorrect sprinklers were installed at one of the projects; and
- provide the date on his signature and seal applied to the design on the fire suppression systems and hydraulic calculations.
As outlined in the Consent Order, during the suspension period, Mr. Clarke must complete education courses related to field reviews and sprinkler system installation. Six months after the conclusion of the suspension period, Mr. Clarke must undergo a practice review conducted by the Engineers and Geoscientists BC Audit and Practice Review Committee.
Mr. Clarke paid $5,500 toward the legal costs of Engineers and Geoscientists BC.
