Discipline Notice: Jerry Raymond Lay
On November 9, 2023, Mr. Lay and Engineers and Geoscientists BC entered into a Consent Order regarding the geotechnical engineering services he provided for terraced rock walls at a single-family residence.
As set out in the 2023 Consent Order, Mr. Lay’s registration with Engineers and Geoscientists BC was suspended for two months. During the suspension period, Mr. Lay was prohibited from engaging in the reserved practice of engineering.
On November 29, 2023, during the suspension period, Mr. Lay conducted a geotechnical field review for a project in Kamloops, BC, in contravention of the 2023 Consent Order.
On September 26, 2024, Mr. Lay agreed to a Consent Order cancelling his registration with Engineers and Geoscientists BC. As set out in the Consent Order, Mr. Lay admitted that he demonstrated conduct unbecoming a registrant by conducting the geotechnical field review during the suspension period. He agreed his conduct was contrary to the Engineers and Geoscientists BC Code of Ethics, which requires that registrants uphold the values of truth, honesty, and trustworthiness.
As outlined in the Consent Order, Mr. Lay’s registration with Engineers and Geoscientists BC is cancelled. Mr. Lay agreed to pay a fine of $4,000 and $1,000 toward the legal costs of Engineers and Geoscientists BC.
