In an October 23, 2024, Consent Order, Scott Riley Wilson, P.Eng., admitted he demonstrated professional misconduct regarding two retaining wall projects and a rezoning application in the District of Lillooet.

In the same Consent Order, Mr. Wilson admitted he demonstrated unprofessional conduct regarding his inspection and assurance of two forest service road bridges in the Coast Mountains Natural Resource District.

As of October 30, 2024, Mr. Wilson’s registration with Engineers and Geoscientists BC is suspended for a period of eight months.

In the first matter in the Consent Order, Mr. Wilson provided engineering services for two retaining walls and a rezoning application located in the District of Lillooet.

In the second matter, Mr. Wilson inspected and assured two bridges in the Coast Mountains Natural Resource District as safe for industrial use for the purpose of accessing and harvesting a cut block for a logging operation.

Mr. Wilson’s engineering work for both projects was deficient and failed to meet the standards expected of a professional engineer.

In the Consent Order, Mr. Wilson admitted that he demonstrated professional misconduct related to the Lillooet projects as his conduct took place after the Professional Governance Act came into force. Mr. Wilson admitted he demonstrated unprofessional conduct related to the bridges as his conduct took place when the Engineers and Geoscientists Act was in force.

Mr. Wilson agreed that, regarding the Lillooet projects, he failed to:

  • document all of the field reviews conducted by him or delegates under his supervision;
  • provide sufficient detail regarding the construction of the retaining walls or articulate his methodology in the documents he prepared; and
  • provide sufficient detail or articulate his methodology in his geotechnical hazard assessments with respect to the rezoning application.

Mr. Wilson agreed that, regarding the bridges, he failed to:

  • observe or document that neither bridge was fully bearing on, nor secured, to the log sills;
  • document serious deficiencies including missing delineators, bridge signs, and log fenders, in addition to a missing section of a guard rail on the first bridge and the lower angle bracing at the abutment being damaged on the second bridge; and
  • address the deficiencies prior to completing the Crossing Assurance Statement.

During the suspension period, Dr. Wilson must successfully complete the Professional Engineering and Geoscience Practice in BC Online Seminar as well as several Engineers and Geoscientists BC educational courses and guidelines. Twelve months after the suspension period ends, Mr. Wilson must undergo a practice review conducted by the Engineers and Geoscientists BC Audit and Practice Review Committee.

Mr. Wilson is prohibited from practicing in any area involving the design, installation, or certification of forest crossings. There are several conditions set out in the Consent Order that Mr. Wilson is required to meet should he wish to lift the practice restriction. Should Mr. Wilson lift the practice restriction, he will be required to undergo direct supervision for a period of 12 months, or 10 projects related to the practice restriction, whichever comes later.

Mr. Wilson paid $23,650 toward the legal and investigative costs of Engineers and Geoscientists BC.
