Discipline Notice: Valery Zhuravlev

In a March 28, 2024, Consent Order, Dr. Valery Zhuravlev admitted that he demonstrated unprofessional conduct in relation to his preparation and authorship of a technical report for a proposed mining project in Yukon.

Dr. Zhuravlev agreed to a Consent Order with Engineers and Geoscientists BC. Dr. Zhuravlev is a non-practising (Resigned) registrant with Engineers and Geoscientists BC and is prohibited from practising engineering in BC.

In 2021, Dr. Zhuravlev was retained by a mineral development company to prepare a technical report for a proposed gold mining project in Yukon. Dr. Zhuravlev, who is not a geologist, prepared the report, which assessed the company’s mineral assets, and provided it to the company without any restrictions on the use or distribution of the report.

In the Consent Order, Dr. Zhuravlev admitted that he demonstrated unprofessional conduct related to the preparation and authorship of the report and acted contrary to the Bylaws of Engineers and Geoscientists BC. Dr. Zhuravlev agreed that, among other things, he:

• knew or ought to have known that it was misleading or inaccurate to reference National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI43-101) in circumstances where the report was not intended to be relied on or disclosed in accordance with the requirements of NI43-101;
• took responsibility for the report when he did not have the education or experience to prepare the report;
• failed to summarize the quality control procedures employed in the report or document the data verification procedures applied; and
• failed to create or retain adequate documentation in his preparation of the report.  

As outlined in the Consent Order, if Dr. Zhuravlev wishes to reinstate his status as a practising registrant, he must, in addition to complying with all requirements of the Credentials Committee and the Bylaws, successfully complete and pass the Engineers and Geoscientists BC Professional Practice Exam and the Professional Engineering and Geoscience in BC online seminar. If Dr. Zhuravlev successfully reinstates his registration status to practising, his registration with Engineers and Geoscientists BC will be suspended for a period of four months.

If Dr. Zhuravlev becomes a practising registrant in the future, he will be restricted from performing mineral resource or mineral reserve estimations. There are several conditions set out in the Consent Order that Dr. Zhuravlev will be required to meet prior to lifting or modifying the practice restriction.

Dr. Zhuravlev agreed to pay $3,900 toward the legal and investigative costs of Engineers and Geoscientists BC.
