Purpose
Note: We are intaking applications for assessors for future practice reviews and sincerely thank all applicants for their time and interest in being a practice review assessor. However, because each practice review is unique and will require an assessor with the appropriate expertise, we will only contact applicants on an as needed basis.
Section 63 of the Professional Governance Act (PGA) gives Engineers and Geoscientists BC the authority to conduct practice reviews of Individual Registrants and Firm Registrants.
A practice review of an Individual Registrant or Firm Registrant may be authorized by the Audit and Practice Review Committee (APRC), the Registrar, the Investigation Committee, or the Discipline Committee, if information is obtained indicating that the Individual Registrant or Firm Registrant might have contravened or failed to comply with the PGA, or acted in a manner that constitutes Professional Misconduct, Conduct Unbecoming a Registrant, or Incompetent performance of duties. A practice review may also be initiated if the Individual Registrant or Firm Registrant consents.
A Practice Review Assessor is assigned by Engineers and Geoscientists BC to carry out the practice review and communicate the findings of the practice review in a report to the APRC for adjudication.
Reporting Structure
The Practice Review Assessor is appointed by the Associate Director, Professional Practice, or Associate Director, Regulation of Firms, and communicates with staff from the Professional Practice, Standards and Development department of Engineers and Geoscientists BC.
Duties and Expectations
A Practice Review Assessor is expected to be familiar with and adhere to the expectations outlined in the Assessor’s Manual for the Practice Review Program, which will be provided to assessors upon appointment.
- Review an Individual Registrant’s or Registrant Firm’s compliance with Engineers and Geoscientists BC requirements and in accordance with the scope set by the APRC, obtain sufficient and appropriate information to form an opinion of the Individual Registrant’s or Registrant Firm’s practice, and report the findings at the level specified in the PGA (section 63) and the Bylaws (Section 8);
- Follow consistent processes and procedures, regardless of which Individual Registrant or Registrant Firm is being reviewed, or which Assessor is conducting the practice review;
- Provide transparency during the entire practice review process;
- Clearly record the findings of the practice review so that the Individual Registrant or Registrant Firm can identify opportunities to improve their professional practice and provide a framework for making those improvements (e.g., by providing recommendations in the Practice Review Report); and
- Clearly record the findings of the practice review to the APRC in a way that allows the committee to adjudicate the practice review file accordingly.
Skills and Qualifications
- Must be a registrant with Engineers and Geoscientists BC with the authority to engage in the reserved practice;
- Preferred fields: structural, geotechnical, other fields also accepted;
- Minimum of 10 years of practising experience;
- Ability to exercise good judgment;
- Ability to protect confidential materials;
- Ability to verbally communicate effectively;
- Ability to write clearly and succinctly;
- Ability to anticipate, analyze and diagnose problems.
Average Time Commitment
- A practice review of an Individual Registrant takes approximately 10 to 20 hours.
- A practice review of a Firm Registrant will vary depending on the size of the firm.
- Practice Review Assessors are expected to submit their final report within six months from the time they receive the materials from Engineers and Geoscientists BC.
